Findings showed that the two universities had the basic human and non-human communication resources to carry out the trilogic functions of instruction, research and extension. Budgetary allocation for communication resources was found to be inadequate. Both respondent types had congruent perception that the universities had inadequate communication resources, human and non-human. Both groups had congruent perceptions that the communication resources were distributed sufficiently. Maximum utilization of communication resources was also perceived by respondents. Further test of congruency of perceptions showed no significant difference in the outlook of administrators and non-administrators in the budgetary allocation for distribution and utilization of human and non-human communication resources
