Coordination dynamics is further manifested by personal interaction during regular meetings, democratic process in decision-making, mutual concern and continuous dialogue and involvement of private agencies. Coordination was influenced by: (1) domain consensus, (2) resource scarcity, (3) lack of alternative sources of resources, (4) goal similarity, (5) mutual dependence, (6) frequency of interaction, (7) complexity, (8) pattern of communication, (9) leadership of coordinator, (10) Executive Order and (11) National Nutrition Council of P.D. 491. Problem areas in coordination which somehow deterred effective coordination among participating agencies were basically structural, managerial and behavioral in nature. Generally, the existing NPC [National Pollution Commission] coordination machinery is weak and handicapped by the fact that it lacks control over the participating agencies. Formal authority was loosely exercised and each member is not under the authority of the lead agency. The study on the whole, showed that resource and power dependency approaches provided explanations of "what leads to" in coordination and "why" patterns of events exist as they do.
