Toward the future: an alternative institutional framework for agricultural research, training, extension and development in the CARICOM region

The consequences of current institutional and professional staff fragmentation in the Eastern Caribbean (Antigua and Barbuda, St. Christopher-Nevis, Anguilla, Montserrat, Tortola, Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines) are discussed. A model is proposed, based on the Scottish Agricultural College System in which technical training, research and extension are integrated into an autonomous institution which offers a 2-year Diploma programme. Professional staff would be re-deployed from existing agricultural institutions (Ministries of Agriculture, CARDI, WINBAN, UWI, etc.). Management, implementation, financial consideration and benefits of the strategy are discussed
