The estimation of production function showed that the coefficients of inputs of participating farmers (nitrogen, phosphorus and labor) were 0.3357, 0.368 and 0.5032 respectively and inputs of non-participating ones were 0.2646, 0.0228 and 0.6016 respectively. The VMP-price ratios of these inputs were 5.3958, 8.8695 and 7.8192 for the participating ones but 3.6436, 13.1179 and 8.6722 for the others. This implied that use of all inputs had to be increased in order to obtain higher profit. The analysis of mistakes in the allocation of resources was studied. The participating farmers were more effective in use of nitrogen and phosphorus than the non-participating ones. The opposite was true in the use of labor input. On the whole, the participating ones were more efficient resource allocators than the others. Cost and returns analyses showed that participating farmers and non-participating ones earned net incomes of 3,214.98 and 2,709.83 pesos per hectare respectively. On a per hectare basis the difference in net income of two farmer groups seemed to be small. On a per farm basis, the difference amounted to 2,158.10 pesos. Based on this, the extension of credit through this program could still be recommended. Furthermore, the present loan rate per hectare should be increased to put the farmer-borrowers in better command of the factors of production.
