Policy considerations towards allocation of resources and the integration of agricultural research into national development programmes

A discussion paper on the topic using the example of Trinidad and Tobago where agricultural research is conducted by three: the University of the West Indies; the Ministry of Agriculture; and the private agricultural establishments. The author states that from a policy perspective there must be effectiveness, clarity and focus in the research effort. Two broad approaches are identified: the first approach is that research should solve an existing problem while the second approach states that research should enhance understanding and aid in the formation of a policy towards problems in agriculture.
