Bottom-up planning and population control program through upazila system [in Bangladesh]

This study evaluates the degree of participation of the elected members of Upazila Parishad in local level planning and implementation of developmental plan and programs. Under the upazila system, the effectiveness of population control program was also examined. Trishal Upazilla was purposively selected for the study. A two-stage sampling technique was followed. Primary data were collected from all the elected members of Upazila parishad as well as 200 farm families of Kanthal Union. A simple tabular analysis was done. The major findings of the study were that no symptom of bottom-up planning was observed. In fact, the existing local plan through upazila is still a mini-national plan. The population control program has a little impact on birth control and child marriage in rural areas
