Evaluation of the new supervised agricultural credit schemes of the expanded corn program

The most common problems encountered by the farmers was too much documentation requirements from the Banking System and NFA [National Food Authority, Philippines] Schemes and compulsary attendance to so many farmers' meetings and seminars. The farmers highly rated the new credit program mainly because of the high loaning rate covering the input requirements of hybrid production. Generally, the farmers adopted the ECP [Expanded Corn Programs] recommended package of technology namely: use of hybrid, land preparation, furrow preparation basal fertilization, planting density and distancing, insecticide application, cultivation, and weed control, sidedressing, harvesting, and post-harvest practices. The study revealed that all the credit scheme significantly increased the yield of farmers. The highest was at 36 cavans average increase per hectare achieved by the end-user/supplier-farmer-cooperators. Correspondingly, all the credit conduits significantly increased farmers' income by about 200% from their previous net income. The end-user/supplier farmers achieved also the highest net income of P4,039 for a high 283% net income increase. Only 49% of farmers fully paid their loans and the rest paid only partial. The major problem encountered on loan repayment was due to the payment of previous loans. The findings of the study suggest that the program policy makers should look into two major policy issues: a.) Modification of the banking system and NFA loaning procedures following the end-user/supplier simplified lending procedures and close monitoring and supervision of farmer-coperators; b.) Addressing a better market outlet and higher price of farmers' produce in order to realize a higher income amd improve paying capacity of farmers.
