Effects of government policies on welfare gains from rice, corn, and coconut research in the Philippines: an ex ante economic analysis

Results showed that shutting off the economy from international trade will result to producers losing to consumers substantial welfare gains from research. Production input subsidy will increase welfare gains from rice research among domestic producers and consumers and the rest of the world, but will reduce that of the whole Philippines society because of government's increased subsidy cost. Corn import liberalization will increase welfare gains from research on the part of domestic consumers but will lessen that of domestic producers and the Philippine society as a whole, as well as the rest of the world. Removal of corn import quota and its replacement with high (10%) import tariff will reduce welfare gains from research among domestic consumers and the whole Philippine society, but will increase that of the domestic producers and rest of the world. The imposition of coconut export levy will lessen welfare gains from research among domestic producers and the rest of the world but will increase that of the domestic consumers and the whole Philippine society due to accruing additional government revenues from export levy due to research. Production input subsidy in rice will increase welfare gains from research among rice producing/consuming regions. While corn import liberalization will increase welfare gains from research in deficit regions but will reduce that of surplus regions, removals of import quota and imposition of higher import tariff will have a reverse effect. Export level imposition on coconut will have a negative effect on surplus regions and positive effect on deficit regions welfare gains from research
