The assumptions and priorities of the development of sustainable agriculture in Estonia

A stable rural policy supporting agriculture is the main assumption of sustainable agriculture in Estonia. Investments are the economic power of regulation. Great resources are needed for the recovery of agriculture. The efficiency of capital, i.e. the development of agriculture is determined by their distribution. Financial resources are limited and not sufficient for everybody. A choice should be made. The priorities of investments are: 1) investments into human capital that are needed for the development of a system of advising, education and research corresponding to the best European standards; 2) investments with preferential loans for the structuration and modernization of the processing industry of agriculture and forestry; 3) investments with preferential loans for concentrating scattered private property in agriculture and forestry, and mainly to more favoured regions of Estonian agriculture (central Estonia) to establish large commercial farms on specialized high technology and other kinds of entrepreneurship in the country; 4) investments and other facilities for supporting export
