There is still a high rate of progress in winter wheat breeding. In production, however, the utilization of potential breeding progress is unsatisfactory. One of the main reasons for this situation is the diminishing availability of high quality certified seeds and the unacceptably slow introduction of new highly productive varieties to wide production
