Extra-technical constraints in the adoption of postharvest technologies for onions

Based on the results from the rapid appraisal conducted in three major onion-growing areas, namely: Ilocos Norte, Nueva Ecija and Pangasinan [Philippines], the following extra-technical constraints were found to limit the adoption of postharvest technologies for onions: a.) cash capital constraints; b.) failures in the technology generation-technology dissemination linkage; c.) inefficiencies in social and physical infrastructure particularly transportation, communication/information and storage; d.) lack of significant success and impact of producer cooperative organizations; e.) absence of grades and standards; and f.) sector asymmetries in the production-marketing system. Among these constraints, the asymmetries in the production marketing system where the producer/grower has a very weak bargaining power on both the input sector and the product marketing sector, is perceived to have the greatest bearing on technology adoption
