While analyzing foreign and home experience of agrarian reforms the conclusion was made that under existing conditions in Russia common property in land and lease land tenure should be of priority. Land market now should be limited mainly by selling the right to use land and selling some land for country cottage building and private farms. Ground rent is recommended as the basis of land taxation and rent
