Before reorganization of the bread and bread products system and liberalization of bread prodacts resources were created by wheat flour, imported to Georgia in forms of humanitarian aid and grants from Foreign Countries and International Organizations. Reforms implemented by the end of 1996 and during 1997 made it possible to change the strategy of creation bread reserves using humanitarian aid by the strategy of reserves formation through provision of long term credits, support of local production and import of wheat and wheat flour by the private sector.
