State of the art of the Home Economics Extension Program under the devolution and its implications to countryside development [Philippines]

The study aimed at determining the status of the Home Economics Extension Program (HEEP) under the devolution and its implications to countryside development. It established the HEEP historical development over the past seven decades and sought the opinion of the respondents on the program's relevance, issues of devolution and some policy options. A descriptive type of research, the investigation utilized documentary evidence, survey questionnaire, interview, and group discussion in the collection of data. Three groups comprised the subjects of the study, namely: the HEEP implementors (Home Management Technicians), program participants (Rural Improvement Club presidents), the management (Municipal Agricultural Officers), Vice-mayors, and chairmen of Agriculture. Results revealed that the HEEP (renamed as Farm Home Resource Management Program) operationalization under devolution was a carry over of its former program design. However, implementation of its components projects/activities diminished due to lack of funds, manpower, and low priority accorded to the program by the Local Chief Executives. Majority of the respondents considered the HEEP still very relevant to the present needs of rural families. The HEEP implementors are graduates of Bachelor's degree in Home Economics and related fields. About 50 percent of them receive monthly compensation between P4000.00 and P6000.00 irrespectives of their length of service. Most of them were extension service for more than 10 years. The HMTs and RICs disagreed on the issues of devolution while the other respondents were undecided. In general, they all agreed on the policy options; indicating favorable opinion and interest to revitalize the program as a viable and sustainable program for rural women
