Effect of trade liberalization on the Philippine carabao sector

The General Agreement on Tariff and Trade (GATT-UR) offers new dimension on agricultural trade. In broad terms, the conditions covered in the GATT-UR that have significant implications on agriculture and its subsectors are: i) increased market access through replacement of quantitative restrictions with tariff, binding and reduction of tariffs, and minimum import access volume (MAV); ii) reduction of domestic subsidies; iii) reduction of export subsidies; and iv) harmonization of sanitary and phytosanitary regulations. With strong implications of the new trade regime on the long-term development of agriculture and its subsectors, evaluation of the impact on trade liberalization on the Philippine carabao sector was undertaken in this study. The assessment delved mainly on the implications of removing quantitative restrictions on trade of meat and live animals and replacing them with binding tariffs
