The study objective is the river basin management, its functions and mechanisms. Special attention is paid to planning, which is implemented by means of developing a target basin program on sustainable water use. Demands to be met by target programs are touched on. The technological scheme for the planning of management and conservation in a river basin has been developed, the main principles for its development and the conditions to quarantee its efficient implementation (monitoring, modeling, implemantation tools) have been identified
