EU-water framework directive strategies for drawing up national management plans in large international river basins

This contribution concentrates on problems linked with the setting up of river management plans in extremely large river basins. The state of progress of work on a future EU-Water Framework Directive as well as the main provisions of this future directive with regard to international river basins are presented. A major problem for setting up river management plans in the extremely large international river basin of the Danube is to find an pragmatic approach and an appropriate level of detail in order to avoid major delays and to maintain a still manageable size of those plans. A viable solution may be to concentrate information on a regional and local level, provided that all such sub plans are set up within a strictly defined frame covering the entire basin. The different levels of information and their contents regarded to be indispensable for ensuring basin wide information and for ensuring comparability of results at the same time still enabling concrete national and local management tasks in order to achieve good status in all waters - are presented in more detail
