Rural Development Plan for SAPARD is relatively optimistic, but not enough based on the perspectives of markets and potential changes of technology. There will be a significant reduction of employment in agriculture production as soon as the agricultural income level raises and producers will have opportunity to invest into new technologies. Only less than half of the arable land is enough for supply domestic market. Government and politicans could not accept official strategy of agriculture based on forecasts about changes in technology following raised incomes and for rural people this will cause "shock therapy" again
