The fund for subsidising of agriculture in Latvia was formed in 1994 with the aim to stop the rapid decline of agriculture, taking place in the first transformation period in rural area and during the land reform, to maintain the existing kinds of cultivated plants and sorts of domestic animals, as well as the gene pool, formed for a long period. In 1999 the subsidies were granted for 14 aims, including the protection of environment. The main task nowadays is to comply with the principles of the European Union, as the Republic of Latvia is an associated state of the European Union and in 1999 it was announced that it was invited to negotiations about joining to the European Union. The joining to the European Union might be possible during the period 2006-2008. At present the European Union promises a pre-joining support for introducing of the rules of European Union, including in the form of the SAPARD programme. Simultaneously a discussion about contents and essentials of subsidies in the Republic of Latvia is carried out.
