The main problems in Latvia hindering the development of small and middle enterprises are inssufficient financial resources for the start and development of entrepreneurial activity, limited possibility to take credits and receive credit guaranties. Foreign investment, certainly, plays an essential role in transition economies. Regardless of the fact that significant foreign investments can be attracted the major criterion focusing on the foreign and local investments in 1999 and 2000 will be the ability of the Latvian government to take measures aimed at creating a stable and business-oriented environment. Is needed to develop optimal schemes to attracting foreign investments.
