Infrastucture adjustments are not sufficient in Poland, especially in the rural areas. It is thought to be difficult to improve this infrastructure because the investment needed are highly capital consuming, freezing financial sources and risky ones. Poland has limited possibilities of creating capital which in turns is a subject of strong competition. The need for capital for changes on infrastructure in the country is even higher because of the necessity to create and maintain a proper net structures. The owners and managers of them are frequently numerous in Poland natural monopolists
