The system of compensation to people affected by the power plant projects in the Philippines holds many problem, thereby many affected people have been forced to live in poor condition as a result of the projects. The present Study was carried out to make the problems of the compensation system clear and to providesome points which should be improved for better compensation work in the Philippines. This paper is mostly dependent on the research done in October 1998 in the Philippines. The problems can be divided into three types by their causes, these are; (1) range and amount of monetary compensation, (2) faults 6f the system itself, and (3) gaps between the compensation programs and their implementations. From analyzing these problems, the points which should be improved become clear. These points are; (1) registration system of traditional usage of livelihood in public areas, (2) evaluation system of farmlands, (3) what should be created by livelihood programs, (4) responsibility of projects, (5) consideration of the indigenous culture, and (6) Contract method. Through these improvement, conditions of affected people will be also improved
