Optimation models which have been developed for hydrogeology and agricultural aspect have only one objective function with constraint function in itself. Objective function and constraint function have linear equations, so that the solution can be done by linear programming. In the frame work of groundwater use for irrigation resources needed for dry land, it requires a model that include both hydrogeology and agricultural aspects. This model is groundwater use optimation models with three objective function: maximum discharge for irrigation resources with minimum drawdown and maximum rice area for research area and using constraint function of hydrogeology and agricultural aspect. This model could be develop by goal programming. By groundwater use optimation model it can be obtained the optimum discharge for irrigation resources with optimum drawdown to take care of environmental condition, so that the research area to be irrigated become optimum
