Kaing, M. (Estonian Agricultural Univ., Tartu (Estonia))
With the transfer to the market, the content and activity of land use management should be redefined and re-estimated. During the Soviet period the content and activity of land use management was primarily aimed at land use relations. In connection with the change in land use management relations, land should be defined not only as a mean of production, but also as real estate. Land use management may help increase the effectiveness of land use as well as the market value of land as real estate. The article presents a model of land as real estate which distinguishes the neutral effect of land as a physical body, economic conditions and legal relations.
