In 1963, the Sector of Forestry of the Institute of Zoology and Botany, which until then had conducted forest research under the Academy of Sciences of the Estonian SSR, was transferred to the Head Office of Forestry and Nature Conservation of the Council of Ministers of the ESSR. The latter reorganized the Sector into the independent Forest Research Laboratory situated in Tartu. The Laboratory had a staff of 12, which had expanded to 21 by 1969. All of its researches had a doctoral degree. The purpose of the reorganization was to narrow the gap between scientific research and practical needs. Together with the employees of the Sector of Forestry, the topics of research were also transferred: the drainage of wet forest lands and the management of drained forests, the growing of foreign tree species, the management of alvar forests and shelterwood cutting. At the Laboratory, these topics were supplemented with forest tree breeding, forest typology and recultivation of oil-shale industry wastelands as well as, later, with forest fertilization
