The amendements to the Law of the Estonian Government and Public Service Act, in force since January 1, 2001, provided that the public service and state offices should employ internal control systems and appoint a person responsible for internal audit, or if necessary, form a structural unit dealing with internal audit. The negotiations between Estonia and the EU might have brought about the amendements to the above-mentioned law, where the issue of the administrative performance of Estonia was brought up. This means, among other things, that the managers of public companies know how to perform their tasks by making efficient and transparent use of resources. At present our managers have little positive experience and they lack information on how internal audit could help them, to say nothing of the fact that quite often managers do not make any difference between internal audit and internal control
