In the article the principles, the main directions and characteristics of the social-economic development of Georgian regions are examined; the analysis of the regional territorial structure, which was done 1990-2001, is given here. The main reasons of these changes in the development of regions and in the number of population indexes are definite tendencies in leading economic branches. The main reasons of the decline in the spheres of production are private inter-cooperation changing, the transforming processes in the regions. Because of all that it was suggested to work out a regional policy, new methods for speeding-up the development of social economy, which will help to get the country out of the crisis, which has undertaking the sphere of its competitiveness. All these concepts are oriented on focused on the development of rigidly controlled national economy.
