Participatory approach in developing the regional RDE agenda

At present limited investment is provided for research, development, and extension activities because of lack of resources. Several studies have been conducted to improve the rice industry and yet, many problems continue to confront its stakeholders. One reason is the "top-down" approach, where researchers assumed that the problems and solutions they have identified is the same with that of the stakeholders. Another is the mode of analysis of the rice industry, where most of the studies are focused on a certain segment, usually in the production area, and not on a broader perspective. With this, PhilRice attempted to develop a regional rice RDE agenda to streamline and prioritize rice researches and other rice-related activites. An integral part of activity was the conduct of a series of consultations with the rice stakeholders (farmers, traders, millers, agricultural technicians, and consumers) in 15 rice-producing regions of the country. Specific problems of the stakeholders were identified such as the farmers' problems ranging from seed procurement to postharvest, the traders and the millers; from palay procurement to marketing, the technicians; from administrative to the field activities, and finally, the consumers; from price to rice characteristics preferred. Through this, the researchable areas were identified and the stakeholders' proposed solutions were considered as inputs in developing the regional rice RDE agenda. The project also added in its mode of analysis the concept of social context, which helped the researchers to identify and address location-specific problems among regions
