The system of adaptation to climatic events as well as to natural and technogenic emergencies and atastrophes has formed in the country and satiafactorily functionate. Under the moderate continental type of climate adaptation to climatic changes proceeds in the forms of autonomous adjustment at the level of intrinsic day-to-day and tactical response of agriculture to the weather change and extremely dangerous phenomena.
