Application of the shift-share analysis in the study of Latvian local or regional economies

Many Latvian regional and local authorities do some kind of long-term or strategic economic and spatial planning and the formal planning process has been used for over ten years now. However, quite often the strategic process are poorly conceptualised and executed. To be really successful, a strategic planning process should provide the criteria for making daily organisational decisions and should provide a template against which all decisions can be evaluated. The paper focuses on Riga - the capital city of Latvia - in order to outline city's economic strengths and weaknesses in the Latvian context. At present changes are taking place in Riga's economy, which are characteristic of the whole country.
