CDM [Clean Development Mechanism] in Thailand: status and policy issues

Thailand made world headline late last year when the local press reported that the government is rejecting CDM [Clean Development Mechanism]. The government later clarified that it was only rejecting CDM forestry projects and is encouraging energy projects, which hold the largest potential in the country for GHG [greenhouse gas] reduction. This, however, did not remove the cloud of uncertainty that has enveloped CDM projects in particular and national climate change policy in general since that press report last year. The main objective of the paper will be to identify and discuss the key issues raised by key CDM stakeholders. The present paper, however, will limit these issues to those raised by the public and private sector, and the international development agencies. Moreover, the discussion will focus on CDM opportunities in the energy sector
