Philippine national ecotourism strategy: ecotourism in protected areas - a development option

The Philippine National Ecotourism Strategy (NES) was launched in April 2002 to strengthen partnership between the Department of Tourism (DOT) and the Department of Environment and Natural Resources (DENR) to protect and preserve the country's natural and cultural resources while generating livelihood for local people. NES is an offshoot of Executive Order (EO) 111 dated 17 June 1999, which mandates the formulation of an integrated management plan on ecotourism. Protected areas are some of the several key sites identified in the NES for ecotourism development. These are areas representing viable examples of major habitat types and species, areas of high diversity, ecologically valuable watersheds, migration routes, breeding, spawning and wintering stations as well as biological corridors. From the key sites, pilot sites were selected to provide images for positioning the Philippines as premier ecotourism destination. Prior to the formulation of the NES, several initiatives in the country have already been ongoing and have been acknowledged as success stories locally and internationally. This paper presents case studies in Olango Island Birds and Wildlife Sanctuary, El Nido-Taytay Managed Resource Protected Area, Tanon Strait Protected Seascape and Mt. Pinatubo (a proposed protected area), where ecotourism development had been promoted and in many ways provided benefits to local communities
