The development of eco-tourism which includes sea resort tourism, could bring with it both positive and negative impacts on environment, socio-economy and institutions. Therefore its planning and execution should be made in an integral way. The positive impact can be converted to opportunities and strength in sea eco-tourism development, whereas the negative could be its weaknesses and stumbling block. The Sepa Island, located at the zone Taman Nasional Laut Kepulauan Seribu, is an island where a sea resort is being developed. Efforts have been made to actively develop the tourism, making use of existing natural resources near island and its surroundings. The resources are turtles (Eretmochelys imbricata) and green turtles (Chelonia mydas) with their eco-systems. This undertaking is an effort to conserving scarce fauna, its eco-system and habitat. It is expected that the result or the undertaking could be supportive to natural conservation scheme carried out at other zones at the Taman Nasional Laut Kepulauan Seribu
