In the Qingdao region of the Chinese Shandong province, vegetable processing businesses have concentrated their efforts at exporting to Japan since the beginning of the 1990s. This action has resulted in the rapid expansion of vegetable production areas within the region. In this study, we will present the procurement system of a processing company (Yantai Beihai Foodstuff Co. Ltd.: Hokkai Shokuhin) in Raiyo city, which is handled by commission buyers. As we focused on the expansion of vegetable production areas in the 1990s, we chose five villages within the region, and conducted research on the conditions of the villages, farm management, and the management style of commission buyers. Based on this field survey, we classify the procurement strategy of the company by analyzing the distance between the farm and the factories, and the responses of villagers in the area.
