The development trends of Chinese rice production under the WTO agreement: Based on the international comparison of rice cost of production analysis

This paper focused on the Chinese rice cost of production behavior since trade liberalization reform polices were introduced. Present trends in cost of production and an international comparison with Japan and the United States was carried out. The exchange rate and the relatively low agricultural materials price index were the major contributors for cost competitiveness of Chinese rice. However in the long run if the Chinese agricultural material price index and the exchange rate stabilizes and the declining productivity trend continues it is likely that the cost of production of Chinese rice will exceed the cost of production of the United States before long. Cost of production reduction policies should incorporate factor such as improvement of labor productivity through collective action, development of agriculture infrastructure and production technology, improvement of input market efficiency and reliving of farmer tax burden.
