Reform dynamism of Serbian agriculture accelerates its wheel. Intensive work Ministry of Agriculture, Water Management and Forestry, and all other stakeholders on developing document has been accomplished with adopting The Serbian Agriculture Development Strategy. System of finance has been under change in the light of new conceptual formatting in agriculture. Government abandons the system, while existing gap is to be fulfilled by traditional financial intermediaries-banks. The process of transition the dominant agriculture creditor role to banks will last for a few years. It will be especially painful for small private farms. In these paper main challenges, barriers and open issues of the process have been presented; parallel to them the means of their effective management have been elaborated. All of this has been done with one unique aim: future self sustainable development of Serbian agriculture as one integral part of European Union agriculture.
