Refunds of exports are subsidies which aim at promoting export of some European agricultural products towards non-European Countries This paper discusses the impact of the refunding system on the wine sector. By this analysis, the following remarks can be made: Italy is among the Countries which have less benefited from these subsidies; the wine sector has benefited from these subsidies on a small scale; the system, as it is currently structured, favours big companies and it does not encourage the high quality production; furthermore, it suffers a series of problems due to the excessive bureaucratic procedure. Hence, structural changes aiming at improving the system efficacy are needed; they might be: simplifying some bureaucratic procedures, comparing the refund amount with the value of transaction and the quality as well and the possibility to claim for refund afterwards, obviously for small but significant amounts
اظهر المزيد [+] اقل [-]إيطالي. Le restituzioni all'esportazione sono sovvenzioni previste per favorire le esportazioni di alcuni prodotti agricoli comunitari verso Paesi Terzi. In questo lavoro è stato studiato l'impatto del regime delle restituzioni nel settore vinicolo. L'analisi svolta induce alle seguenti riflessioni: l'Italia è tra i Paesi che hanno meno beneficiato di questi aiuti; il settore vinicolo ha usufruito in piccola parte di tali sovvenzioni; questo regime, così come oggi è strutturato, avvantaggia le grandi imprese e non incoraggia le produzioni di qualità; presenta, inoltre, una serie di problematiche dovute a un eccessivo iter burocratico necessario a istruire la pratica. Da ciò emerge la necessità di apportare alcune modifiche tendenti a migliorare l'efficacia di tale regime, fra le quali: snellire gli adempimenti burocratici, rapportare l'importo di restituzione anche al valore di transazione e quindi anche alla qualità, possibilità di effettuare una richiesta di restituzione a posteriori, ovviamente per quantitativi limitati, se pur significativi
