Legislation on the use of reclaimed wastewater for crop irrigation in Italy

إنجليزي. The use of reclaimed wastewater is an effective tool for environmental protection that has influenced the policies in this sector and the related legislation. From the viewpoint of crop irrigation, it is estimated that the reuse of wastewater could provide about 5-10% of irrigation water demand also in consideration of its seasonality (only greenhouse crops may exploit reclaimed water effluents). Therefore, the use of treated urban or industrial sewage may only integrate conventional water resources. The paper introduces the main legislative measures concerning the use of reclaimed wastewater, such as Merli Law (319/1976), Galli Law (36/1994), DL (law by decree) 152/1999 and, in particular, the recent DM 185/2003. The latter decree establishes the applications of reclaimed wastewater, defines their chemical and microbiological prerequisites and sets up the procedures for a correct and safe distribution. As far as irrigation is concerned, the reuse of treated wastewater cannot be independent from water saving and then it requires the application of micro-irrigation, the adoption of good agricultural practices (DM 86/1999), as well as the calculation of the amount of nitrogen applied by means of wastewater, which must be considered in the fertilization programme
اظهر المزيد [+] اقل [-]إيطالي. Il riutilizzo delle acque reflue depurate è un efficace strumento di tutela ambientale che ha orientato le politiche del settore e la relativa attività legislativa. Dal punto di vista del reimpiego delle acque reflue per scopi irrigui, si stima che, anche in considerazione della stagionalità della domanda d´acqua irrigua, le acque reflue depurate potrebbero al massimo coprire il 5-10% del fabbisogno. Rinunciando all´impiego irriguo dei reflui in inverno (se non per le colture in serra), l´utilizzo stagionale va inteso soprattutto come un´integrazione delle risorse convenzionali. L´articolo esamina le principali leggi e norme che disciplinano il riutilizzo delle acque reflue depurate, quali la Legge Merli (319/1976), la Legge Galli (36/1994 e successive integrazioni), il D.L. 152/1999 e soprattutto il recente D.M. 185/2003. Quest´ultimo decreto attribuisce al recupero e al riutilizzo dei reflui depurati il valore di misura di salvaguardia ambientale e definisce le destinazioni d´uso delle acque reflue recuperate, i requisiti delle acque ai fini del riutilizzo e le modalità del riutilizzo. Nel caso dell´irrigazione, il riutilizzo delle acque reflue non può prescindere dal risparmio idrico ed è subordinato all´adozione di sistemi irrigui di precisione, al rispetto del codice di buona pratica agricola (DM 86/1999) e anche all´introduzione, nel bilancio dell´azoto, delle quantità apportate con le acque reflue
