Improvement of rural infrastructure has great effects on rural socio-economy. The effects of the improvement of land and rural infrastructure have extent to not only agricultural sector but also non agricultural sector. This also means that there are a number of stakeholders on improvement of rural infrastructure. However, among the residents, there are discrepancies in the interests and sense of values about the land improvement and rural infrastructure improvement not only between farmers and non-farmers but also among farmers that makes the consensus sometimes difficult to reach, Most of the conventional economical researches on land improvement and rural infrastructure improvement that have been conducted so far were based on the approach from the agricultural production aspects; however, the participation of local residents including non-farmers as well as the approach from the aspects other than agricultural production is becoming increasingly important. Therefore, this research attempts to factually clarify the structure of the local residents' consciousness on the improvement of land and rural infrastructure and the formation of such awareness.
