Functions of partnerships, management and local ownership and partnership effectiveness are topics discussed in the chapter 1 and 2. Chapter 3 tackles financing for development, and the task of the UN bodies and development task forces. Challenges on the way of raising the partnerships performance of the UN are: 1: Managing the legal process. 2: Finding suitable partners. 3: Training United Nations staff. 4: Assessing impact. 5: Raising capacity. 6: Learning at the United Nations system level. Chapter 4 focuses on action agenda for the UN: Fostering internal skills, policies, mechanisms, and tools for partnership work. Action item 1: Facilitate more systematic training. Action item 2: Streamline legal proceedings. Action item 3: Improve partner selection processes. Supporting local ownership by building capacity at country and regional levels. Action item 4: Provide training to United Nations staff in country and regional offices. Building the foundation for smart selectivity. Action item 5: Introduce a selectivity mechanism. Action item 6: Engage in systematic impact assessment on partnerships. Investing in system-wide learning and coordination of partnership work.
