[Management of the process of agricultural land rotation development]

Research results of studies of the problems of land rotation management including the substantiation of land value, rent costs, land tax rates and their further influence on the development of land economy and management in the Republic of Belarus are presented. It is surmised that extended application of land long lease could be the effective method of increasing the effectiveness of land use. The proposed system of regulation of farming land rotation bases on the principles of stimulation of the efficiency of land use, collectability of land payments, co-ordination of interests of land use participants. Characteristic and indices of the following criteria of land rotation development are analyzed: level of land rotation development; dynamics of land payment receipt; efficiency of farming lands use (including land protection measures). Conception of the formation of the national model system of land relations and methods of land management is proposed. The observed national model of land reform bases on the following principles: purposeful, consistent improvement of land ownership relations; stage-by-stage introduction of economic land rotation including wide spreading of all types of rents; creation of the efficient mechanism of land resources management, increasing of land ownership and land use efficiency basing on the purposeful production strengthening without land split and degradation
