The internationalization of the fishermen in the Japanese domestic fishery: The skill training system of the Japan International Training Cooperation Organization

It was recognized as the system by the ocean fishing boat that a foreigner fisherman was employed in 1990. A coast to operate in the country, and an offshore fishing boat couldn't employ a foreigner fisherman at this time. So, the skill trainee system of the Japan International Training Cooperation Organization (JITCO) was used from 1993, and it was begun with the coast and the offshore fishery to accept a foreigner laborer as a trainee. It is needless to say that the shortage of fishermen by Japanese fishing boat and the aging of the Japanese fishermen occur in the background which this system was popularized among. But, as for not missing it, the side of the management is a welcomed point from a personnel expenses cost's being restrained low by introducing this system. There is an advantage to reduce a wages cost, a crewman's securing it in this system. Whereas, there is a problem as well a technical capability with Japanese fishing and the skill of the Japanese fishermen decline. Moreover, even if it comes back, there is a problem with no workplace which can make use of the skill acquired in Japan, and becomes a future subject to the trainee.
