Forests and water: silviculture, afforestation and the control of forest water use

إنجليزي. Forests cover over one third of Italy; forest evapotranspiration has therefore a primary role in the water cycle and in determining the availability of water for alternative uses. The possibility of modulating carefully the water balance of forest ecosystem would pave the way for the management of water resources at local and landscape level. In the present work, we review the available evidence on the effects of both afforestation and silvicultural management of existing forests on the water cycle. Afforestation is known to have a dramatic effect on site evapotranspiration and runoff, but the magnitude of the effect largely depends on local environmental conditions. The management of existing forests has more modest local effects, but their extent suggests a greater role in the regulation of the water cycle. Forest thinnings result in an increase of runoff, albeit of short duration. Ecosystem evapotranspiration is more strongly reduced by forest utilisation, to an extent which varies with management type. An increase in rotation length could result the most effective and long-lasting measure for the sustainable increase in water availability for alternative uses; contrasting evidence is provided in the literature, however, as the age-related decline in tree transpiration could be counter-balanced by negative feedbacks at ecosystem level. New studies are required for the assessment of the effects of age on ecosystem water yield

Le foreste coprono oltre un terzo della superficie nazionale italiana e l'evapotraspirazione forestale ha quindi un effetto di primo piano sul ciclo dell'acqua e sulla disponibilità di risorse idriche per usi alternativi. La possibilità di regolare attentamente il bilancio idrologico delle foreste aprirebbe importanti prospettive per la gestione delle risorse idriche a scala locale e territoriale. Il presente lavoro prende in esame l'evidenza scientifica disponibile sugli effetti di interventi di afforestazione e del trattamento selvicolturale delle foreste esistenti sul ciclo dell'acqua. La trasformazione di uso del suolo a foresta ha un impatto talvolta drammatico su evapotraspirazione e deflussi, anche se l'effetto dipende in larga misura dalle condizioni ambientali considerate. La gestione forestale ha effetti più limitati, ma di grande rilevanza a causa dell'estensione delle foreste esistenti. In particolare, gli interventi di diradamento determinano solitamente un aumento dei deflussi, che risulta però di breve durata. L'evapotraspirazione dell'ecosistema viene ridotta in misura maggiore dai tagli di maturità, con un effetto variabile a seconda del trattamento applicato. L'allungamento dei turni forestali potrebbe costituire lo strumento più importante, sostenibile e duraturo per incrementare la disponibilità idrica per usi alternativi, ma evidenze sperimentali contrastanti sono presentate in letteratura. Nuovi studi sono indispensabili per quantificare gli effetti dell'età sull'uso dell'acqua dell'ecosistema in ambienti rappresentativi del territorio nazionale
