The CAP reform and real changes in the seed sector [European Union; Common Agricultural Policy; decoupling]

While Mediterranean Countries keep fully coupled payments and Northern Countries apply full decoupling, a third group (France, Netherlands and Belgium) applies partial decoupling, keeping direct aids for some species, particularly fiber flax. France and Spain are the only two Member States which have opted to retain partial coupling in the arable crops. Italy is the only Country which has used the chance of supplementary coupled payments for quality (GMO-free and certified seeds and compulsory rotation), but it has waived the chance of keeping partial coupled payments in durum wheat production. Italian choices have given rise to many complaints in the National seed world. In fact, the surfaces of certified seeds have collapsed, specially in the case of durum wheat, but also for corn and common wheat, while the surfaces of fodder seeds, with coupled payments, have raised. Moreover, in only two years the surfaces of the most important commodities have dropped, with a net loss of 345 thousands hectares. The very reason of these trends lies probably in the structure of the Italian agriculture: more than one million farms receive less than 1.250 euros of SFP

L'Italia è l'unico Paese che ha sfruttato la possibilità dei pagamenti accoppiati supplementari legati alla qualità (sementi esenti da OGM e certificate e avvicendamenti obbligatori), ma ha scartato la possibilità di mantenere pagamenti parzialmente accoppiati per il frumento duro. Le scelte italiane hanno suscitato notevoli dissensi nel settore sementiero nazionale. In effetti, le superfici a colture da seme controllate hanno subito un drastico calo, specialmente nel caso del frumento duro, ma pure nel mais e nel frumento tenero, mentre le superfici a sementi di foraggere, con pagamenti accoppiati, sono aumentate. Inoltre, in soli due anni le superfici relative alle commodities più importanti hanno subito una perdita secca di 345.000 ettari. La ragione fondamentale di questi andamenti va individuata probabilmente nella struttura dell'agricoltura italiana: più di un milione di aziende riceve meno di 1.250 euro di PUA (Premio Unico Aziendale).]
