Kaduma-anazeki Land Improvement District is an organization in Iwate Prefecture whose purpose is administering agricultural water supplies. Since 1927 it has managed forests itself for water conservation. This paper attempts to show how the water conservation forest of the Kaduma-anazeki General Irrigation Association (predecessor of the land improvement district) was formed. We used historical empirical analysis based on documentation. The association's purchase of water conservation forest was a means of resolving friction over water use between upstream and downstream areas of the Shizukuishi River, and at the same time seen as a way for the association to manage assets.
