The aim of this paper is to demonstrate measures to preserve the water resources in a basin area. The rivers and irrigation canals are the main water resources in a basin area and play an important role in our daily life. This research focuses on the economic value of water resources and the payment behavior to them by application of contingent valuation method. From the results of this analysis, we were able to demonstrate measures to preserve the water resources. The area of this analysis is Joganji basin in the central area of Toyama Prefecture. Main measures to preserve water resources are as follows. 1) The residents understand the function of the river to be environmental water and the function of the irrigation canals to be domestic water. The improvements of rivers and irrigation canals have to be based on the residents' understandings. 2) Evaluation by youths and non-farmers are low concerning rivers and irrigation canals. It is important for youths and nonfarmers to develop their knowledge of the water resources.
