Opportunities of labour market requirement observance in professional and higher education in Latvia

إنجليزي. Market relation development in the Latvian economy increases activities in the field of education. Education becomes a special product and people must know how to sell and how to buy it. Moreover, the trade should be done in a way, which gives the buyer an opportunity of maximally efficient use of the product. The application of marketing principles to education is not popularized currently in Latvia. The content of education often does not ensure sufficient professional background, intellectual development, ability to adjust oneself to the changeable requirements of the labour market. Due to the lack of implementation and knowledge of marketing principles, education suppliers frequently define wrong activity directions. As a result, invested materials and intellectual resources do not give the expected return and do not satisfy the client, which is an important condition for a developing country. In the market of professional and higher education, the trade object is study programme. In case of its successful acquisition, a student receives the appropriate qualification. Demand is created by: 1) people who want to receive the education service thus invest in their intellectual development, 2) employers – end users and quality examiners of the education product, 3) state – by issuing laws and regulations, in this way identifying the needs of the society. Though, service quality depends not only on educational staff, but also on active interaction between lecturers and students, in which the process and the result is partially determined by the student. Supply is formed of professional and higher education institutions. When developing a new product – the study program – education institutions are guided by their resources and real possibilities to bring this product to a customer, labour market demand, as well as specific needs of regional development.

لاتفيا. Latvijā pašlaik nav popularizēta teorija par mārketinga principu darbību izglītības nozarē. Tiek piedāvāts milzīgs klāsts mācību programmu, kuru tautsaimnieciskā lietderība un pielietojamība ne vienmēr ir efektīva. Izglītības saturs bieži vien nenodrošina ne pietiekamu profesionālo sagatavotību, ne absolventu garīgo attīstību, ne arī gatavību piemēroties darba tirgus mainīgajām prasībām. Pētījuma mērķis ir noteikt darba tirgus prasības un to ievērošanas iespējas izstrādājot un pilnveidojot mācību/studiju programmas profesionālās un augstākās izglītības iestādēs. Pētījuma uzdevumi: 1. Noteikt pieprasījumu un piedāvājumu veidojošās sastāvdaļas profesionālās un augstākās izglītības tirgū. 2. Noteikt darba devēju prasības attiecībā pret darba ņēmēju profesionālo sagatavotību. 3. Identificēt faktorus, kas kavē darba tirgus prasību ievērošanu profesionālajā un augstākajā izglītībā. Pētījuma datu avots – ES struktūrfondu nacionālās programmas 'Darba tirgus pētījumi' pētījuma virziena 'Profesionālās un augstākās izglītības programmu atbilstība darba tirgus prasībām' ietvaros veikto pētījumu dati: - iedzīvotāju darbaspējas vecumā kvantitatīvais apsekojums (20025 respondenti), - iedzīvotāju darbaspējas vecumā kvalitatīvais apsekojums (9 fokussgrupas – darba devēji, darba ņēmēji, izglītotāji), - darba devēju kvalitatīvais apsekojums (2502 uzņēmumi).
