Tarasov, V.I., All-Russia Research and Development Inst. of Agricultural Economics, Moscow (Russian Federation)
The conditions of Russian agroindustrial sector (AS) are considered and its 2005 main data is peresented. it is noted that AS production potential has reduced. Prcie growth for agricultural products considerably lags behind that for energy and other inputs. While the output growth rate declining staple foods consumption is intensively increasing. Annualy the gap between domestic demand and supply increases, i.e. the food imports increase while the food security decreases. RF oncoming accession to WTO has some threats and advantages for AS and related industies. The advantages are: 1) new market availability for Russian exporters; 2) impact on foreign countries; 3) the goods and service diversity in the domestic market; 4)improvement of the country environment; 5)imrovement of the national economy competitiveness. The threats include decline of output, exports, labour power and growth of imports. To prevent the negative effects it is necessary: 1) to consider the above-mentioned; 2) to elaborate federal and regional AS programs, that woul provide solution s to the problems related to stabilization and output growth, export increase, import substitution and unemployment in AS and related industries, that professional unions of producers should be involved in the elaborations of measures on the threats countervailing for AS.
