State and Organizational Structures in Vegetable-Growing Production and Possibilities for its Development in the Condition of CAP of EU

Vegetable-growing production has been passing through crucial period. After 2000, the covered areas by vegetables have been reduced with 52%, while the number of the growing farms has shrunk by 40%, accompanied with minimal increase of average size, which shows that in the sector the fragmented farming persists, while the resigning from the sector continues. Organizational-economic structure of the vegetable-growing farms regardless the dynamic drop in their number persists immutable and as yet irrational. The particularity for the sector is determined by the fragmented self-subsistent farms owned by natural persons with average size tallying up to 0,14 ha. The number of all type farms by legal status is being reduced with the difference that for farms owned by sole proprietors and legal entities this process is adhered by consolidation of average size, while supposing the cooperatives and partnership entities, the average scale declines. Regardless the changes that are being undertaken in the vegetable-growing sector, a lot of problems are outstanding for solution due to small size of the farms and their semi-subsistent features, dubbed nowadays with the cost increase of the resources caused by heightening the prices of energy sources. The adverse organizational-economic structure in the sector represents the big number of small-size farms that do not meet the requirements for support under the scheme of direct payment per area (Scheme for Single Payment per Area). The necessity from uniting and marketing cooperating of the small producers (horticultural growers) is apparent and inevitable. Such possibility is offered by the legal form of Production Organizations (PO) that are subjected to support. With the establishment of PO are endowed economic, social and ecological advantages for individual producers, namely: - More nimble adaptation to the market demand and safeguarding by higher dealing prices; - Providing stable marketing volumes in larger scale; - Increasing the competitiveness of producers; -l Better organization of quality control; - Supply regularity; - Rising up the incomes of producers; - Improving the possibilities for investment in the production; - Environment safeguard; The slight experience in establishment of PO is accompanied with certain obstacles spelling as: littler number of members in PO determines and minimal size of the production, which is yielded and realized by the unions abreast with small size of the support; as much as shortest duration of the membership; complicated procedure for establishment of the unions; the lack of primary capital; scarcity of qualified and versed specialists, etc. The goal of the paper is to reveal the changes in organizational-economic structure of the vegetable-growing production and the possibilities for development of the sector in the condition of CAP of EU.
