Tentative Evaluation of the impact of the CAP of EU on the Development of Holdings with the Field Crops

The aim of the paper is to make the evaluation of the impact of the CAP of EU on the state and structural changes in the agricultural holdings growing field crops and to delineate the directions of their development. By general point of view, in the agricultural sector are revealed succinct trends of enlargement and transfer of the land unto fewer number but more efficient agricultural structures that fortify their potential and enlarge their economic boundaries, supposing the market will reject out not efficient holdings. The results from the committed survey show the differences in the specialization, size and legal status will engender likely differences in the impact of CAP of EU on the development of agricultural holdings in the sector: - The comparative advantages of specialized holdings in the cereal production and production of oil crops predispose their better possibilities for appropriation of EU subsidies; - The started restructuring, speeded up due to the accession in EU is oriented chiefly into enlargement of the holdings and increase of their economic potential, concentration of production, uniting and cooperation of agricultural producers, horizontal and vertical integration; - The considerably better provision with the land resources of farms and better possibilities for appropriation of the subsides under the SAPS direct payments, top-ups payments, agro-ecological subsidies, payments for less-favored areas and for energy crops will likely lift up the earning per unit area; - The increase of incomes and improving the financial state of the holdings will stimulate the investment activity. The support by CAP gives the real possibilities for modernization of the production, enhancement of the economic potential and increase of the efficiency and competitiveness of agricultural holdings; - In the different sub-sectors cotton, soy bean, sugar beet and hemp, which are affluently subsidized, the mechanisms for Common Organization of the Market will not render essential impact on the development of those productions due to the minor and derisory number of farms engaged in such activities.
